Election Activities on District Property

As election season approaches, Zapata County ISD would like to remind all community members, employees, candidates, and organizations of the laws and Board policies governing political activities on District property and at District-sponsored events.

To maintain a neutral educational environment and comply with Texas law, the following guidelines apply:

Use of District Resources

District resources, including facilities, equipment, communication systems, and staff time, may not be used to support or oppose any political candidate, political party, or ballot measure.

Use of District Property

District property may not be used for political campaign activities unless specifically authorized in writing by the Superintendent and permitted by law. Political candidates may not use District campuses, students, staff, or District-sponsored events for campaign-related photographs, videos, endorsements, or promotional materials.

Campaign Materials

Campaign literature and political advertising are prohibited on District property. This includes, but is not limited to:

  • Flyers and push cards

  • Campaign signs

  • Political advertisements

  • Candidate promotional materials

  • Campaign-themed clothing, hats, or similar items distributed for political purposes

The distribution or active promotion of political candidates, parties, or ballot measures is not permitted on District property at any time, including weekends.

Distribution of Non-School Materials

Written, printed, visual, or audio materials that are not sponsored by the District may not be distributed, posted, sold, or circulated on District premises without prior review and approval from the Superintendent or designee.

Materials distributed without authorization may be removed, and individuals or organizations may lose access to District facilities.

Employee Political Activities

District employees retain their right to participate in political activities as private citizens. However, employees may not use District property, resources, work time, or their official position to support or oppose candidates or political measures.

Employee participation in political activities must be entirely voluntary and may not place political or social pressure on students, parents, coworkers, or community members. Employees who engage in prohibited political activities on District property may be subject to disciplinary action.

Zapata County ISD appreciates the cooperation of all community members in helping maintain a politically neutral educational environment focused on student success.
