Purchasing

ZCISD PURCHASING CARD (P-CARD)

Purchasing cards (P-cards) serve as an efficient payment mechanism—not a purchasing method—designed to reduce paper-based purchase order (PO) processing for small-dollar, repetitive operational purchases and travel expenses. When managed with strict controls, P-cards provide efficiency, transparency, and security without requiring additional administrative staff to manage routine workflows.

District-issued credit cards are intended primarily for approved travel-related expenses and approved purchases when a vendor does not accept a District purchase order. All purchases must have an approved requisition and purchase order before the card is issued or used unless specifically authorized by the Business Office.

The P-Card program is designed as an alternative payment mechanism within the District’s established purchasing process. Once properly approved, the P-Card may be used with an authorized supplier that accepts MasterCard, subject to District purchasing procedures.

Prior To Procuring Goods or Services For Your Department/Campus

NOTICE: All vendors must be selected under one of the procurement methods stipulated in Chapter 44, section 44.031 of the Texas Education Code and approved by the ZCISD Board of Education before ZCISD can begin using their goods and/or services.  ZCISD requires all vendors to have an approved procurement instrument (i.e., purchase order, term contract, blanket purchase agreement, etc.) in place prior to providing goods or services. Entering into contracts verbally or without appropriate authorization is prohibited and a violation of state law. Any vendor who delivers services or goods to ZCISD without a proper contract is doing so entirely at their own risk. ZCISD does not pay for goods or services that were provided without the benefit of a properly executed procurement contract.
